Amendment No. 2 for the Professional Services Agreement for the 2025 Water Main Rehabilitation Program to Baxter & Woodman Inc. in the Amount of $372,828.00

BACKGROUND:
On September 19, 2023, the Mayor and City Council approved a Professional Services Agreement with Baxter & Woodman Inc., in the amount of $846,500.00, for preliminary design of the 2025 Water Main Rehabilitation Program. Subsequently, Amendment No. 1 was approved for detailed design and bidding services in the amount of $1,434,700.00. The water main rehabilitation projects have been bid and are in the process of being awarded. Preparation for construction of the projects is underway.
Construction engineering assistance from the design engineer is needed to provide the following services for the 2025 construction program: review of contractor requests for information (RFIs), GIS support, and preparation of record drawings of the completed water main construction work.
Out of scope design services were also realized during the design of the 2025 Water Main Replacement program including:
• Glenwood Manor - completed survey, CAD, and design to add 375 feet of sanitary sewer replacement
• Easement assistance - prepared easement exhibits and completed title research for parcels that the City needed to procure easements to install the water main for a few of the water main replacement projects
• Reedwood Phase 3 - completed CAD and design engineering assistance to coordinate with the IDOT I-80 projects
• Heggie Park Phase 1 - completed survey, CAD, design, permitting and bidding for an additional 550 feet of water main extension in the alleys south of 5th Avenue and east of Eastern Avenue
• North Downtown - provided pedestrian maintenance of traffic plans and specifications
• Broadway (Theodore to Ruby) - completed survey, CAD, and design for an additional 275 feet of water main and designed replacement of the PQ Corp water meter vault
• Lead Service Line Replacement - prepared bid documents and assisted with bidding for a standalone Lead Service Line Replacement project to replace approximately 40 lead service lines
• Broadway and North Downtown Clean Construction or Demolition Debris (CCDD) - provided geotechnical services to collect additional soil samples, lab analysis, and preparation of reports
• GPS and Survey data collection of the existing water main - collected GPS and survey location data of the existing water main and updated CAD files
The Public Service Committee will review this matter.
CONCLUSION:
Baxter & Woodman Inc. has submitted an amendment to the original engineering services agreement to provide construction engineering support services and additional design engineering services needed for the 2025 Water Main Rehabilitation Program in the amount of $372,828.00.
Funds will be charged to the Water Main Replacement Fund / Professional Services (Org 53880000, Object 557200, $372,151.00) and the Water & Sewer Improvement Fund / Sewer Collection / Professional Services (Org 50180020, 557200, $677.00).

Based on the above, it is recommended that the Mayor and City Council approve Amendment No. 2 to the Professional Services Agreement for construction engineering services and additional design engineering services for the 2025 Water Main Rehabilitation Program, in the amount of $372,828.00, on behalf of Baxter & Woodman Inc.
