BACKGROUND:
The Eastside Treatment Plant has an approximately quarter mile long gravel service road that is used for construction vehicle traffic minimizing the need to utilize local roads through the neighborhood. Since the road is gravel, it requires maintenance multiple times a year to maintain its integrity. City staff evaluated paving the road and concluded paving it would eliminate the need for constant maintenance which will save time and money. A set of specifications was prepared for the service road paving.
The Eastside Treatment Plant Service Road Paving contract was advertised in the Herald News on Thursday, June 13, 2024. The Public Service Committee will review this matter.
CONCLUSION:
On Friday, June 28, 2024, at 10:00 a.m., four (4) sealed bids were opened and read in the City Hall Conference Room 1 for the Eastside Treatment Plant Service Road Paving project. The bid summary is as follows:

The low bid from D Construction Inc. is 58% below the engineer’s estimate.
Funds will be charged to the Water and Sewer Improvement Fund / Projects / Construction (Org 50180802, Object 557200, $177,001.00).
Included with this contract is a Construction Engineering Services Agreement for the Eastside Service Road Paving Project, for an amount not to exceed $19,800.00, on behalf of Engineering Solutions Team. This project will require specialized inspection services that are better suited to the City’s consulting engineer.
Funds will be charged to the Water and Sewer Improvement Fund / Projects / Professional Services (Org 50180802, Object 557200, $19,800.00).

Based on the above, it is recommended that the Mayor and City Council take the following actions:
1. Award a contract for the Eastside Treatment Plant Service Road Paving project in the amount of $177,001.00, to D Construction Inc.
2. Approve the Construction Engineering Services Agreement for the Eastside Treatment Plant Service Road Paving Project, in the amount of $19,800.00, on behalf of Engineering Solutions Team.
