BACKGROUND:

As part of the ongoing Citywide vehicle replacement plan, the Department of Public Utilities - Plant Operations Division budgeted to obtain four (4) trucks for pool use in 2024.  Additionally, one (1) similar truck was budgeted for the Department of Community Development - Building & Inspectional Services Division.  The Ford Ranger was selected as the vehicle of choice for both divisions for both safety and cargo storage reasons.

 

Because the Building & Inspectional Services Division was in need of a vehicle prior to the new unit becoming available, a substitute unit from Fleet Services was supplied to fill their need.  The vehicle being purchased for the Building & Inspectional Services Division will be provided to Fleet Services to replace this unit.  The Public Service Committee will review this matter.

 

CONCLUSION:

Local dealers that the City has on-going relationships with were contacted and polled for vehicle availability and the ability to order the requested units.  Rod Baker Ford, D’Orazio Ford, Ron Tirapelli Ford, Inc., Sutton Ford, Castle Ford, Zeigler Auto Group, and Willowbrook Ford were contacted for the availability of the chosen vehicle.  The results are listed below:

 

                     $42,996.00 (Original Bid) / $42,777.00 (Local Qualified Bidder Match)- Ron Tirapelli Ford, Inc.

                     $42,777.00 - Castle Ford

                     Ziegler Ford responded that they would provide a quote after the cutoff date.

                     No response from other dealerships.

Ron Tirapelli Ford, Inc. is a registered local bidder whose bid is within 2% of the low bidder, Castle Ford.  Castle Ford is a non-local qualified bidder.  The City’s local bidder ordinance specifies that if a local qualified bidders bid is within 2% of a non-local qualified bidder, the local qualified bidder may choose to match the low bid and be awarded the contract.  Ron Tirapelli Ford, Inc. has chosen to match the bid of Castle Ford and is therefore considered the lowest responsible bidder.

 

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances.  One of these circumstances applies:

 

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council

Sufficient funding exists in the Public Utilities / Plant Operation Eastside - Capital / Equipment Fund (Org 50180802, Object 557500, $85,554.00), Public Utilities / Plant Operation Westside - Capital / Equipment Fund (Org 50180803, Obj 557500, $85,554.00), and), Community Development - Capital Improvement Fund (Org 30020010, Object 557500, $42,777.00) for this purchase.

Based upon the above, it is recommended that the Mayor and City Council take the following actions:

1.                     Approve the purchase of five (5) Ford Rangers in the amount of $213,885.00 from Ron Tirapelli Ford, Inc.
