Award of Professional Services Agreement for the Department of Public Utilities Risk and Resilience Assessment & Emergency Response Plan Update to Engineering Enterprises Inc. in the Amount of $78,342.00

BACKGROUND:
Section 2013 of the America's Water Infrastructure Act (AWIA) requires community drinking water systems (CWS) serving more than 3,300 people to prepare or revise Risk and Resilience Assessments (RRAs) and Emergency Response Plans (ERPs). The law requires that a CWS certify to the U.S. Environmental Protection Agency (USEPA) that this work has been completed every five years. In 2020, Engineering Enterprises, Inc. assisted the City of Joliet Department of Public Utilities in completing its initial RRA and ERP. As required by AWIA, the RRA must be revised and recertified by March 31, 2025 and the ERP must be revised and recertified by September 30, 2025. The Public Service Committee will review this matter.
CONCLUSION:
Engineering Enterprises Inc. has provided a proposal to complete the 2025 updates to the RRA and ERP. The proposal, in the amount of $78,342.00, includes the work necessary to review and update the RRA and ERP documents including completion of the USEPA Water Cybersecurity Assessment Tool and a tabletop exercise to test the effectiveness of the ERP during a simulated incident.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council
(g) Purchases of professional services
Funds will be charged to the Water & Sewer Operating Fund / Administration / Professional Services (Org 50080010, Object 523300, $78,342.00).
