Approve the Purchase of Ballistic Helmets for SOS from Ray O’Herron in the Amount of $ 48,087.00

BACKGROUND:

The Joliet Police Special Operations Squad's (SOS) current ballistic helmets were purchased in 2018 and have now reached the end of their manufacturer-recommended lifespan, requiring replacement. To ensure compatibility with existing helmet accessories, the new ballistic helmets must be from the same manufacturer. The requested quotes include 26 ballistic helmets, each equipped with ballistic ear covers and face shields.

This item was reviewed at the Public Safety Committee Meeting held on March 31, 2025, and recommended to the full Council for approval.

CONCLUSION:

The police department received three (3) quotes for Ballistic Helmets for the Special Operations Squad.  The quotes are as follows:

Ray O’Herron is the lowest quote, at $48,087.00.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two of these circumstances apply:

(c) Purchases of equipment which, by reason of training of City personnel or an inventory of replacement parts maintained by the City, are compatible with the existing equipment owned by the City;

 

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

 

Funds are available from Federal Asset Forfeiture (Org Code: 22160020, Object Code: 536102, Project Code: FDFOR, $48,087.00)

Based on the above, it is recommended that the Mayor and City Council authorize the purchase of the Ballistic Helmets from Ray O’Herron in the Amount of $ 48,087.00.
