BACKGROUND:
The Electrical Division experiences approximately one (1) to two (2) streetlight / traffic signal knockdowns per week. Outside assistance is needed from an electrical contractor to make the necessary repairs to electrical items that are damaged and not able to be repaired by City forces during these knockdowns. The Public Service Committee will review this matter.
CONCLUSION:
The Department of Public Works invited three Chicago area electrical contractors that are qualified to perform traffic signal maintenance to submit equipment and labor rates to be used as needed for various electrical repairs. The rates are effective for two (2) years, beginning August 21, 2024, through August 21, 2026.
On Friday, August 2, 2024 at 10:00 A.M., H & H Electric Company, Meade Electric Co. Inc., and Van-Mack Electric Inc. submitted electrical equipment and labor rate proposals. Attached is a summary of the labor and equipment rates.
Staff has reviewed the rates and compared the proposals to a typical assistance call out from the previous year. A typical call out includes labor by a foreman, journeyman and apprentice as well as equipment rates for a service truck and bucket truck. Based on a comparison of the rates used on a typical call out, the rates submitted by Meade Electric Co. Inc. are lowest as summarized below:
Meade Electric Co. Inc. currently holds the IDOT Electrical Maintenance Contract and is well qualified to perform these services.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. One (1) of these circumstances apply:
