BACKGROUND:
The Comprehensive Plan is a critical document that guides the City's long-term strategies for land use, economic development, infrastructure, housing, and environmental sustainability. Its success depends on meaningful community engagement, expert input, and alignment with the City Council's priorities. Recognizing the importance of this process, the referenced ordinance establishes an advisory committee to provide recommendations and facilitate public participation.
Section 2-260 authorizes the City Council to establish advisory bodies to assist in specific matters of public importance. Staff seeks to create the Comprehensive Plan Advisory Committee (CPAC) pursuant to Section 2-260 of the City of Joliet Code of Ordinances and its home rule authority. The CPAC will in an advisory capacity focusing exclusively on the Comprehensive Plan.
DISCUSSION:
The referenced ordinance formally establishes the CPAC as an advisory body to the City Council. Its primary purpose is to review and provide recommendations on the Comprehensive Plan while ensuring robust public input throughout the planning process.
The CPAC will consist of up to fifteen (15) members appointed by the Mayor with the advice and consent of the City Council. To ensure representation of community interests, members must either reside in Joliet or demonstrate significant educational, business, or philanthropic ties to the City, as specified in Section 2-260(c) of the City of Joliet Code of Ordinances. The committee will also provide regular updates and reports to the City Council, including a final report upon achieving major milestones related to the Comprehensive Plan.
