Award of Contract for the Ottawa Street Parking Deck Parking Access and Revenue Control System Replacement to FlashParking, Inc. in the amount of $267,438.00

BACKGROUND:

The Mayor and City Council previously approved the 2024 City of Joliet Budget, and technology upgrades at the Ottawa Street Parking Deck are a part of this Budget.  These upgrades include the purchase and installation of a parking access and revenue control system.  The Public Service Committee will review this matter.

 

CONCLUSION:

On Thursday, September 18, 2024, five (5) proposals were received for the Ottawa Street Parking Deck Parking Access & Revenue Control System Replacement Project.  The proposals were reviewed by staff from the Public Works and IT Departments.  The proposals were evaluated on the experience and qualifications of the firm and the lump sum fee.

 

Based on the review of the proposals three (3) firms were chosen to be interviewed by City staff.  It has been determined that FlashParking, Inc. was best qualified to complete the requested services.  FlashParking, Inc.’s proposal has been reviewed and found to be acceptable.  FlashParking, Inc. currently has existing systems located in parking garages in Joliet and throughout the Chicagoland area.

 

Funding will be charged to Parking Improvement Funds (Org 52190020, Object 557500, $267,438.00). An annual software fee of $16,050.00 will be required for the Flash system starting in 2025 and will be budgeted accordingly in future years.

Based on the above, it is recommended that the Mayor and City Council award a contract for the purchase and installation of the Ottawa Street Parking Deck Parking Access & Revenue Control System in the amount of $267,438.00, on behalf of FlashParking, Inc.
