Resolution Approving a Letter of Intent with the Illinois Department of Transportation for the US Route 52 (River Road - Houbolt Road) Improvements

BACKGROUND:
The Illinois Department of Transportation is in the process of completing a Phase I engineering study for improvements to US Route 52 (River Road - Houbolt Road). Proposed improvements include widening the road to two lanes in each direction with a raised center median, intersection improvements at various locations, and pedestrian and bicyclist improvements including a shared use path over the Des Plaines River. The portion of the project within Joliet City limits extends from Houbolt Road west to the I-55 East Frontage Road.
The Public Service Committee will review this matter.
CONCLUSION:
The Letter of Intent discusses the potential inclusion and long-term maintenance of items such as emergency vehicle pre-emption devices (EVP) on traffic signals, landscaped medians, and multi-use paths as part the construction contract. These items would be constructed by IDOT with some cost participation by the City. The City would be responsible for future maintenance of these items.

Based on the above, it is recommended that the Mayor and City Council adopt the attached Resolution Approving a Letter of Intent with IDOT for the US Route 52 (River Road - Houbolt Road) Improvements.
