SUBJECT:

title

Award of Contract to Sierra ITS for Information Technology Contract Services in the Amount of $250,000.00

end

BACKGROUND:

The Information Technology department utilizes contract services to satisfy the need for infrastructure and application support. This approach, in use since 2011, provides the most flexible method of meeting the City’s IT support requirements. Through this process, IT has improved the effectiveness of IT support services for the city.

CONCLUSION:

To satisfy the growing demand for IT services within the city and resolve technology problems as they occur, management recommends continued use of outside services for this purpose. Engaging Sierra ITS for contract services offers the most flexible way to scale support resources up or down to the varying demands of the city and provides the specific required skillsets for only the time frame that they are required. An hourly rate is agreed upon based on current market rates for the given role to be filled. In addition to the Master Temporary Services Agreement, a Statement of Work clearly stating Contractor Name, Start Date, and Hourly Bill Rate will be executed by both parties in advance of any Temporary Contract start date.

Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000 may be awarded without written specifications under certain circumstances. Two (2) of these circumstances apply:

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the mayor and city council;

(g) Purchases of professional services.

Sufficient funds exist utilizing the IT Professional Services Budget (Org 04001000, Object 523300, $250,000.00).
