SUBJECT:
title
Ordinance Repealing Chapter 2, Article XIII, Division 2, Section 2-447(e), Prequalification Ordinance of the City of Joliet Code of Ordinances (Repealing Subsection Regarding Local Prequalification)
end
BACKGROUND:
Our current Ordinance requires contractors who bid for construction projects over $100,000 to become prequalified with the City. This can be done in two ways; being prequalified with the State of Illinois, or a certification from the city’s auditor which endorses the contractor’s financial ability to accomplish the project.
Administration of this Ordinance has proven to be difficult, as prequalification is unnecessary for certain projects, often restricting otherwise qualified bidders, or putting the City in the undesirable position of accepting and endorsing unverifiable documents. The same goal can be achieved through existing bonding requirements, as an unqualified contractor is highly unlikely to secure a performance bond.
Certain projects still require prequalification, such as those that use certain types of funding (MFT, EPA), that will remain unchanged.
RECOMMENDATION:

The Administration recommends the Mayor and the City Council approve the attached Ordinance Repealing Section 2-447(e).
