BACKGROUND:
The Illinois Department of Transportation is currently in detailed design to reconstruct I80 from Chicago Street to west of Center Street, including replacement of the I80 bridge over the Des Plaines River. IDOT's project creates many utility conflicts with the City's water, sanitary sewer, and storm sewer systems. A consultant was needed to complete the tasks of preliminary coordination with IDOT and to complete a detailed utility conflict review. In July of 2023 the Public Utilities Department published a Request for Qualifications (RFQ) for Professional Municipal Services, of which Utility Design Engineering was one of the categories of the RFQ. 23 consultants submitted for consideration for Utility Design Engineering, and upon reviewing the RFQs, V3 Companies was determined to be the best fit for this project.
On August 28, 2023, the City received a proposal from V3 Companies for IDOT I-80 Reconstruction Coordination and Joliet Water and Sewer Relocation Feasibility Study. Purchase Order 24000002 was issued in the amount of $22,000.00 for V3 Companies to complete the scope of services within the proposal, which generally consisted of a utility conflict review assessment and preliminary coordination with IDOT. V3 Companies has reviewed the I80 reconstruction plans and determined that significant utility relocation and abandonment is required for IDOT's reconstruction of I80. The project review also indicated that stormwater analysis and conflict review is required for the I80 reconstruction project.
