BACKGROUND:
The approved 2024 budget includes the purchase of replacement of our Police Interceptor Units. Manufacturer orders have remained difficult in recent years or delivery times have been erratic for these units. Fleet Services located numerous units that can be obtained through the State of Illinois Purchasing Agreement that can be upfitted to the City's needs. Normal purchasing procedures were utilized to obtain quotes for the prisoner transport sections/upfit of these vehicles. Joliet Police Department staff was consulted prior to making this request for purchase.
The Public Service and Safety Committees will review this matter.
CONCLUSION:
Sutton Ford Inc. has been awarded the State of Illinois contract for several classes of Ford vehicles (including PIUs). The City was able secure twenty-one (21) units that can be upfitted to meet our needs at a total purchase price of $881,295.00. The 2024 model of the Interceptor is a replica of the 2023 models the City currently has in operation.
The items needed to upfit the interceptor to a functioning police unit include prisoner transport materials, lights, wiring, controllers, etc. Fleet Services solicited quotes from 3 vendors for these items with the results reflected below:
* $165,348.80 - Ray O'Herron Co. Inc.
* $199,840.00 - Federal Signal, Inc.
* $266,640.00 - DataTronics, Inc.
