Award of Contract for Professional Engineering Services for the Design of the Pilcher Park (Highland Avenue) Culvert to Willett Hofmann & Associates in the amount of $45,721.00

BACKGROUND:
The City of Joliet is responsible for the maintenance of roadways and culverts contained within those roadways. A culvert located under Highland Park Drive, which is located in Pilcher Park and a portion of which is under the City’s jurisdiction, is in need of repair. The Public Service Committee will review this matter.
CONCLUSION:
The existing culvert at this location is showing distress and has caused damage to the pavement along Highland Drive. The Department of Public Works has determined that the culvert is in need of replacement, which will require structural design, drainage design, and various other design elements.
Three (3) proposals were solicited from structural engineers for the design of the culvert. Willett Hofmann & Associates was selected based on their design experience and structural expertise.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications of bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a vote of two-thirds (2/3) of all members of the City Council then holding office.
(g) Purchases of professional services
Sufficient funds exist utilizing the Public Works Capital Fund (Org 30090270, Object 557500, $45,721.00).

Based on the above, it is recommended that the Mayor and City Council award a Contract for the Professional Engineering Services for the Design of the Pilcher Park (Highland Ave) Culvert, in the amount of $45,721.00, on behalf of Willett Hofmann & Associates.
