Application for a Drive Thru Permit for a Starbucks Restaurant at 480 Houbolt Road

BACKGROUND:
On February 2, 2024, the Department of Public Works received a formal request for a drive thru facility for a proposed Starbucks Restaurant to be located at 480 Houbolt Road. The proposed development is located just north of the existing Dollar General store near the intersection of Houbolt Road and McDonough Street. The proposed site shall include a 2,450 square foot Starbucks restaurant with an outdoor patio, adequate parking, and a drive thru window with drive thru and bypass lanes. The proposed drive thru lane shall support a queuing of approximately 17 cars. The City's Planning Division has reviewed the preliminary site plan and has no remaining outstanding items. The Public Service Committee will review this matter.
CONCLUSION:
The applicant has submitted a site plan to the Department of Public Works showing the operation of the proposed drive thru. The applicant has provided signage and pavement markings for adequate traffic flow into the drive thru while maintaining sufficient drive thru storage capacity to meet the requirements of the Department of Public Works.
As required by the City of Joliet Code of Ordinances, the Department of Public Works has reviewed the drive thru facility site plan (see attachment). The access to the property from Houbolt Road shall utilize the existing right-in/right-out entrance. Additional access to the site shall be through a pavement connection at the site's southwest corner, tying into the recently constructed Dollar General per language depicted by the cross-access easement. Upon final investigation, the Department of Public Works has determined that there is sufficient storage on the site, and therefore recommends approval of the drive thru permit subject to approval of the final engineering plans.
