Ordinance Amending Chapter 2, Article I, Section 2-21(b) and (c), Attendance by Members of Boards and Commissions, of the City of Joliet Code of Ordinances

BACKGROUND:
Section 2-21 of the Code of Ordinances addresses attendance requirements and the removal process for members of boards and commissions. This Section was last addressed in 1978 and is not consistent with state statute.
The proposed amendment retains the existing attendance requirement of not more than 6 total absences or 3 unexcused absences in a year (as grounds for removal). It also recognizes the statutory procedure for removal of Housing Authority Board members as well as Board of Fire and Police commissioners. The amendment also provides for removal for cause.
Absent statutory exception (mentioned above), the procedure for removal is recommendation by the appointing authority (Mayor) and consent of City Council.
