SUBJECT: Approve purchase of security cameras for Duly Health & Care Field to AMS Industries Inc. in the amount of $83,270.00.
BACKGROUND:
Duly Health & Care Field is leased to the Joliet Slammers, one of the obligations of the City of Joliet per the lease is to provide security cameras throughout the stadium. Currently there aren't any security cameras installed by the City of Joliet inside or outside of the stadium.
CONCLUSION:
The City of Joliet is seeking approval of purchase for security cameras for Duly Health & Care Field to fulfill the obligation of the lease. Staff reached out to numerous vendors to obtain quotes for the scope of work. The low quote doesn't include prevailing wage, all others do. A total of 32 cameras and a 30-day recording system are included in the AMS proposal. This is a standalone system that allows for external access for the City of Joliet. Staff is recommending the purchase be approved to AMS Industries Inc. The 2024 Capital Budget provides $150,000 for this project (Org 30020010, Obj 557300).

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over twenty-five thousand dollars ($25,000.00) may be awarded without written specifications under certain circumstances. Two (2) of these circumstances apply:
(e) Purchases where an emergency immediately affects the public health, safety or welfare, if authorized by the City Manager or his designee;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
