Purchase of Replacement Valve Actuators for the Final Tank Return Valves at the Eastside Wastewater Plant from LAI & Associates Inc. in the amount of $45,875.00

BACKGROUND:
The Eastside Wastewater Treatment Plant utilizes five electric actuators to operate the final tank sludge return valves to control the recycle rate based on flow. Originally installed in 1990, the existing actuators are obsolete and have started to show signs of failure.
The Plant Operation Division standardized on Rotork actuators to control multiple valves throughout the system. City Staff contacted LAI & Associates Inc., the local Rotork actuator representative, to evaluate the installation and recommend a retrofit. The Public Service Committee will review this matter.
CONCLUSION:
LAI & Associates Inc. submitted a proposal in the amount of $45,875.00 for replacement actuators and all necessary accessories needed to complete the upgrade.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over twenty-five thousand dollars ($25,000.00) may be awarded without written specifications under certain circumstances. Three of these circumstances apply:
a) Purchases which may only be practicably made from a single source;
c) Purchases of equipment which, by reason of training of city personnel or an inventory of replacement parts maintained by the city, are compatible with the existing equipment owned by the City;
f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
Sufficient funds exist utilizing the Water & Sewer Operation Fund (Org 50080802, Object 536104, $45,875.00).

Based on the above, it is recommended that the Mayor and City Council approve the purchase of replacement actuators, in the amount of $45,875.00, on behalf of LAI & Associates Inc.
