BACKGROUND:
The 2024 budget was adopted on November 21, 2023. Included within this budget is funding for Repairs and Maintenance of the City's fleet of vehicles and equipment. Street Department Unit ST070 is a front line 2009 International tandem plow / dump body truck that is utilized year-round and is not scheduled for replacement for the foreseeable future. The engine for this unit has developed an internal failure that requires either a rebuild or replacement. Due to recent delays in the manufacture and complexity of a vehicle of this size, it is in the best interest of the City to replace the powerplant of this unit. The Public Service Committee will review this matter.

CONCLUSION:
Due to the age of the motor and the specific motor series installed, a rebuild kit is not available. Purchasing individual components for replacement is cost prohibitive. Three quotes were obtained for the purchase of a rebuilt engine unit:

* Rush Truck Center - $23,424.58 ($27,680.58 initial cost minus a credit of $4,256.00 for the return of the failing engine)

* Standard Truck Parts - $25,108.86 ($31,237.50 initial cost minus a credit of $6,128.64 for the return of the failing engine)

* Holman Fleet Sales $26,112.36 (No credit for failing engine)

Fleet Services and Roadways Divisions staff discussed alternative scenarios and determined the best course of action is to move forward with the replacement of the motor. The apparatus is in good overall condition otherwise.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. One (1) of these circumstances applies:

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City ...
