Purchase of Three (3) Kenworth Large Dump Trucks from Henderson Products Inc. for $849,201.00

BACKGROUND:
As part of the ongoing Citywide vehicle replacement plan, the Department of Public Works budgeted to obtain three (3) large dump / plow trucks in 2023 and four (4) large dump / plow trucks in 2024. These purchases were approved in Council Memo #263-23 in 2023 and immediately ordered (June 2023) due to extended build schedules. The seven (7) Navistar chassis that were specified have not been built as of this date, and the manufacturer has tentatively committed to late 2024 4th quarter delivery at the earliest. Because the chassis will then need to be upfitted, there is a strong chance that these units will not be available for the upcoming snow season. These seven (7) units will be placed into immediate service when delivered.
In order to ensure that the Roadways Division has enough vehicles to operate safely and efficiently during the upcoming snow season, it is critical to obtain replacement vehicles. Fleet Services has located three (3) complete Kenworth units at Henderson Products, Inc. that that meet most City specifications and will be available with a firm December 1, 2024 delivery date, assuring the Roadways Division with have enough vehicles to complete snow plowing operation for the upcoming winter. These three (3) units are proposed to be included in the Fleet Replacement for 2025, which has yet to be approved. These units would not be considered new additions to the fleet but part of the City's continued vehicle replacement plan. The Public Service Committee will review this matter.
CONCLUSION:
The three (3) new vehicles were quoted via Sourcewell Consortium pricing as other units are not available for competitive bidding. An additional cost savings can be gained by paying for the units prior to receiving them as shown below:
