end
BACKGROUND:
The Electric Division needs to purchase materials to upgrade the existing pedestrian traffic signals located within the city. The Illinois Department of Transportation has a policy that requires the use of Accessible Pedestrian Signals (APS) pushbuttons. This requirement shall be followed in order to comply with legal obligations including the Manual on Uniform Traffic Control Devices (MUTCD) and the Public Rights-of-Way Accessibility Guidelines (PROWAG). The City of Joliet follows IDOT policies and standards related to traffic signals. The Public Service Committee will review this matter.
CONCLUSION:
There is only one (1) APS pushbutton manufacturer that is approved by IDOT. Mobotrex Inc. is the sole source supplier of the materials. Mobotrex, Inc. provided a quote, in the amount of $74,632.00, for the purchase of APS pushbuttons. This is a material purchase only, and the installation of the pushbuttons will be completed by the City electricians.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000.00 may be awarded without written specifications under certain circumstances. Two (2) of these circumstances apply:
(a) Purchases which may only be practicably made from a single source;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Sufficient funds exist utilizing the Capital Improvements Fund / Traffic Signal Pedestrian Signal Improvements (Org 30090270, Object 557200, $74,632.00).
RECOMMENDATION:
