Resolution Approving a Letter of Understanding with the Illinois Department of Transportation for the Maintenance of Various Items Associated with the Cass Street (US Route 30) Bridge over the Des Plaines River

BACKGROUND:
The Illinois Department of Transportation (IDOT) has scheduled a rehabilitation project for the Cass Street Bridge over the Des Plaines River. Proposed work consists of rehabilitation of structural, mechanical, and electrical elements of the bridge, concrete substructure repair, replacement of approach slabs and pavement, cleaning, and painting.
In keeping with past and similar agreements, the City will maintain items such as roadway lighting, sidewalks, and handrails on the bridge approaches (but not on the bridge itself). The City will also maintain manholes, catch basins, City owned utilities and appurtenances, and stop lines and pavement markings. The Public Service Committee will review this matter.
CONCLUSION:
The Illinois Department of Transportation requires that a Letter of Understanding between the City and IDOT be signed by both parties. Attached, please find a letter of Understanding with the Illinois Department of Transportation for the Cass Street Bridge over the Des Plaines River.

Based on the above, it is recommended that the Mayor and City Council adopt the attached Resolution Approving the Letter of Understanding for the Cass Street (US Route 30) Bridge over the Des Plaines River between the State of Illinois and the City of Joliet.
