Resolution Authorizing a Design Agreement between the Department of the Army and the City of Joliet for the Design for the Joliet Levee Flood Risk Management Project
end
BACKGROUND:
In February 2019, FEMA published new Flood Insurance Rate Maps for Will County in which portions of Joliet along the east side of the Des Plaines River were added to the floodplain. This newly designated floodplain stretches from Ruby Street south through downtown Joliet and residential areas to Hickory Creek.
The City previously entered into the Section 205 - Small Flood Risk Management Projects program with the U.S. Army Corps of Engineers to design and construct a flood control levee along the I&M Canal. This will allow the downtown and residential areas south of downtown to be removed from floodplain designation. A Feasibility Report for the project was completed by the US Army Corps of Engineers in December of 2023. The next step in this process is to enter into an agreement with the Department of the Army for the design of the proposed levee. The Public Service Committee will review this matter.
CONCLUSION:
Attached is a Resolution approving a Design Agreement between the Department of Army and the City of Joliet for the Design of the Joliet Levee Flood Risk Management Project.
Design costs for the project are projected to be $1,231,000, with the Army Corps of Engineers share being $800,500.00 and the City's share being $430,500.00. In-kind contributions to help offset this cost will be determined as the design proceeds.
Funds for the City of Joliet's share of services will be charged to Public Works Capital Improvement Fund / Infrastructure (Org 30090270, Object 557200, $430,500.00).
