Ordinance Approving a Special Use Permit to Allow a Public Park, Located at 1000 N. Center Street (ZBA 2024-41)
end

BACKGROUND:
The City of Joliet, petitioner, is requesting approval of a Special Use Permit to allow a public park on a residential lot within the Cunningham neighborhood at 1000 N. Center Street. The property was purchased by the City in 2022 with the intent to create a park at this location. The property previously contained a single-family residence that was damaged by a fire in 2020 and demolished by the City in 2022.

The park would be open to the public and would be owned and maintained by the City of Joliet. Proposed elements of the park include landscaping, a walking path, benches, and a "Cunningham Neighborhood Park" sign. A conceptual site plan is attached.

The projected cost for construction of the park is $99,746. There are funds available in the Community Development Department budget for these costs. Facilities Management staff have been reviewing the plans to ensure that future maintenance of the materials and plantings will be manageable.

ZONING BOARD OF APPEALS PUBLIC HEARING:
The Zoning Board of Appeals held a public hearing on this matter on September 19, 2024. Jim Torri, Planning Director, represented the petition on behalf of the City. One person spoke in favor of the petition. No one appeared or submitted comments in opposition to the petition. Meeting minutes are attached.
