Resolution Authorizing the Acquisition of Property for the Joliet Downtown Levee Improvements - PIN 30-07-09-231-001 & 30-07-10-100-014 in the Amount of $115,000.00

BACKGROUND:
In February 2019, FEMA published new Flood Insurance Rate Maps for Will County in which portions of Joliet along the east side of the Des Plaines River were added to the floodplain. This newly designated floodplain stretches from Ruby Street south through downtown Joliet and residential areas to Hickory Creek.

The City previously entered into the Section 205 - Small Flood Risk Management Projects program with the U.S. Army Corps of Engineers to design and construct a flood control levee along the I&M Canal. This will allow the downtown and residential areas south of downtown to be removed from floodplain designation. A Feasibility Report for the project was completed by the US Army Corps of Engineers in December of 2023. As part of the proposed mitigation improvements, land acquisition is needed to install a levee and complete remediation to various sites.

In order to complete the improvements, a total of seven (7) parcels were identified for property acquisition. An agreement for property acquisition has been reached for parcels PIN 30-07-09-231-001 & 30-07-10-100-014 in the amount of $115,000.00. Although only apportion of the property is required to complete the proposed levee project, the entire property is being acquired to avoid potential issues with IEPA remediation and enrollment. The appraisal process includes the value of $115,000.00 for the entire property.
