Ordinance Amending Ordinance No. 18711 to Increase the Maximum Membership of the Comprehensive Plan Advisory Committee
end
BACKGROUND:
On January 7, 2025, the City Council passed Ordinance No. 18711, formally establishing the Comprehensive Plan Advisory Committee (CPAC). The CPAC was created to provide recommendations on the development, review, and implementation of the City of Joliet’s Comprehensive Plan, ensuring alignment with the City's long-term goals and facilitating meaningful public engagement.
The original ordinance set the maximum number of CPAC members at fifteen (15). However, to further strengthen community representation and expand the range of expertise available to the committee, an increase in membership is now being proposed.
CONCLUSION:
Expanding the CPAC’s membership to no more than seventeen (17) members will allow for broader participation from key community stakeholders. The additional members will provide further insight into critical areas such as economic development, infrastructure planning, housing policy, and environmental sustainability, ensuring a more comprehensive approach to the City’s planning efforts.
This amendment maintains the current requirements for CPAC membership, including residency or demonstrable ties to Joliet through education, business, or philanthropy. The appointment process and term structure will also remain unchanged, with the Mayor appointing members with the City Council’s advice and consent.
RECOMMENDATION:
recommendation
To enhance the effectiveness and inclusivity of the Comprehensive Plan Advisory Committee, it is recommended that the City Council approve the ordinance amending Ordinance No. 18711 to increase the maximum membership of the CPAC to no more than seventeen (17) members.
