Purchase of a Planer Attachment from Altorfer Industries Inc. in the Amount of $27,110.00

BACKGROUND:
The purchase of a skid steer planer attachment for the Roadways Division was included as part of the approved 2025 budget. A new Caterpillar cold planer assembly is necessary to replace an antiquated unit. Caterpillar units utilize specific hose fittings and pressures, so an original equipment manufacturer replacement is desired for improved functionality. This purchase qualifies for a Sourcewell purchasing agreement, which will be utilized.
The Public Service Committee will review this matter.
CONCLUSION:
The desired unit can be ordered and obtained for use this season:
• $ 27,110.00 - Sourcewell pricing (Altorfer Cat)
• $ 36,326.00 - Non-Sourcewell pricing
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. One (1) of these circumstances applies:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Sufficient funding exists in the Roadways Capital Improvement Fund for this purchase (Org 30090290, Obj 557500, $27,110.00).

Based upon the above, it is recommended that the Mayor and City Council approve the purchase of a new planer attachment from Altorfer Cat in the amount of $27,110.00.
