Purchase of a Pelican Street Sweeper from Standard Equipment Co Inc. in the Amount of $333,933.00

BACKGROUND:
The purchase of a new street sweeper was included as part of the approved 2025 budget to replace an existing unit that is beyond its useful life. A Pelican Street Sweeper manufactured by Elgin Manufacturing was chosen for standardization of operation, repair, and materials within the existing City fleet. Additionally, the unit selected qualifies for both Sourcewell and State of Illinois Purchasing Programs.
The Public Service Committee will review this matter.
CONCLUSION:
The State of Illinois and Sourcewell pricing for the unit as specified is $333,933.00. Standard Equipment is the sole source supplier of the specified unit in our area.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. One (1) of these circumstances applies:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Sufficient funding exists in the Roadways Capital Improvements Fund for this purchase (Org 30090290, Object 557500, $333,933.00).

Based upon the above, it is recommended that the Mayor and City Council approve the purchase of the proposed street sweeper from Standard Equipment Co Inc. in the amount of $333,993.00.
