Resolution Authorizing a Lease Agreement for Tri-County Auto Theft Task Force
end

BACKGROUND:
The City of Joliet has been actively involved in the Tri-County Auto Theft Task Force, a multi-jurisdictional authority dedicated to combating auto theft-related crimes, insurance fraud, and public outreach. The task force is funded through grants from the Illinois Secretary of State and involves collaboration between various local government units, including police departments and sheriff's offices from Will, Kankakee, Grundy, Kendall, and Iroquois Counties.
The City of Joliet and the Tri-County Auto Theft Task Force have negotiated a lease agreement for City-owned property. The lease agreement stipulates that the property will be used solely for the operations of the task force. The term of the lease is set to commence in March 2025 and will continue until the termination of the task force as outlined in Ordinance 18561. The rent for the property is set at $1.00 per year.

CONCLUSION:
Ordinance 18561 authorizes the execution of an intergovernmental agreement between the City of Joliet and the Tri-County Auto Theft Task Force. This agreement outlines the delegation of expenditure authority to the Tri-County Policy Board and limits the Tri-County Director's expenditure approval to items under $25,000. The agreement also emphasizes the cooperation between the City and the task force. The Task Force is funded through a grant from the Illinois Secretary of State, amounting to $1,841,000.00, which will be used to support the task force's operations, including salaries, equipment, and other related costs. The City of Joliet submitted and was awarded the grant. This lease agreement will allow the task force to execute its mission by providing a base of operations.
