BACKGROUND:
The Joliet City Center Partnership is hosting the 2026 Light up the Holiday Parade on Friday, November 27, 2026, from 12:00 p.m. to 8:00 p.m. in downtown Joliet. The event will include a parade that requires the Closure of a Portion of State Routes IL 53 Northbound (Scott St), IL 30 (Jefferson St.) and IL Rt 6. (Cass St.). For The Light Up the Holiday Parade and Activities.
The Illinois Highway Code authorizes the Illinois Department of Transportation to issue permits to local authorities to temporarily close portions of State Highways for public purposes such as parades and local celebrations. The attached Resolution will be forwarded to IDOT to serve as a formal request for permission to close off portions of the state roads located in downtown Joliet for this annual Holiday event. Please see attached map for detailed road closures.

Based on the above it is recommended that the Mayor and City Council approve a Resolution to Allow for the Closure of a Portion of State Routes IL 53 Northbound (Scott St), IL 30 (Jefferson St.) and IL Rt 6. (Cass St.) For The Light Up the Holiday Parade and Activities.
