SUBJECT: Award of Contract for Axon Enterprise Services

BACKGROUND:
The Police Department is currently in the third phase of a formalized approach to less lethal/technology upgrades. In phase one, the Police Department contracted with Axon Enterprise to equip 175 marked squad cars with cameras, new laptops, and router system. In the second phase, the Police Department implemented modern software solutions. Today the Police Department is contracted with Axon Enterprise for interview rooms, digital evidence storage, and in-car video systems. In phase three, all contracts will be consolidated and brought current for the next ten years.
This item was reviewed at the Public Safety Committee Meeting held on November 7, 2023 and recommended to the full Council for approval.
CONCLUSION:
This proposed contract will equip 286 operational officers with the TASER10 and a software suite that will enhance operational efficiencies. Additionally, this contract will combine the existing commitment to create a ten-year, inclusive agreement.
For 2024, the payment to Axon Enterprise will be $1,500,000.00 for all contracted services. Sufficient funds will exist in the 2024 proposed budget utilizing the following budget code (Org 06001000, Object 524200).
In accordance with section 2-438 the City of Joliet Code of Ordinance which states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two of these circumstances apply:
1. (a) Purchases when may by practicably made from a single source.
2. (f) Purchases when authorized by a vote of two-thirds (2/3) of all members of the city council holding office.
Axon Enterprise is a single-source provider of the above-described items.
