BACKGROUND:
The 2022 Redevelopment Agreement for the Rock Run Collection development included the creation of a Business District to generate revenue to repay the bond used for the installation of the infrastructure at the site. On July 7, 2026, the City Council adopted an ordinance proposing the Business District and set the public hearing for August 4, 2026. Notice of the public hearing was published in the Joliet Herald News on July 17th and July 24th.
The proposed business district would create an additional one percent (1%) sales and hotel/motel tax within the commercial/retail area of the Rock Run Collection development. The additional revenue will be used to repay the obligations associated with the development of the Rock Run Collection.
CONCLUSION:
Adoption of this item will create the Rock Run Collection Business District effective January 1, 2027
