BACKGROUND:
In 2023, the City of Joliet was selected for Illinois Special Bridge Funding (ISBP) in the amount of $872,000.00 for Phase III Construction and Construction Engineering for the Farrell Road over Spring Creek Bridge Improvement Project. The existing structure has a posted weight restriction and is deteriorated to the point of requiring complete replacement. The improvement project will consist of replacing the existing single span prestressed concrete arch structure with a single span reinforced concrete slab structure on open abutments. The project is scheduled for an early 2026 letting through the Illinois Department of Transportation.
The Public Service Committee will review this matter.
CONCLUSION:
Terms of the Phase III Local Public Agency (LPA) Agreement with IDOT state that the City shall hire a Consultant to provide construction engineering services such as construction management, documentation, material testing, and supervision during all construction activities. The City of Joliet is responsible to pay for construction engineering costs, which a portion of will then be reimbursed by IDOT. IDOT is responsible to pay for the initial construction costs and then invoice the City of Joliet for a portion of these costs. The Phase III LPA Agreement specifies the division of costs for Construction and Construction Engineering based upon an 80% Federal / 20% City split.
Attached is a Resolution, authorizing the execution of the LPA Agreement with the Illinois Department of Transportation for Phase III Construction and Construction Engineering for the Farrell Road over Spring Creek Improvement Project.
The cost estimate for construction engineering is $110,956.00. The maximum Federal share of these costs, based upon the original cost estimate from 2021, with the City being responsible for the remaining cost of $64,556.00.
The cost estimate for construction is $1,032,000.00. The maximum Federal share (80%) of these costs is $825,600.00, with the City being responsible for the remaining cost of $206,400.00.
Funds will be charged to the Motor Fuel Tax Fund / Farrell Road Bridge Replacement Construction (Org 20090270, Object 557200, $317,356.00).

Based on the above, it is recommended that the Mayor and City Council adopt the attached Resolution approving an Agreement with the Illinois Department of Transportation for Phase III Construction and Construction Engineering for the Farrell Road over Spring Creek Bridge Improvement Project.
