Award Contract 2990-0726 for the City of Joliet Facilities Grounds Maintenance 2026-2029 to Dukes Landscape Services in the amount of $879,996.00.

BACKGROUND:
The City of Joliet Facilities Grounds Maintenance contract includes weekly maintenance of 15 different city-owned locations (City Hall, Joliet Police Department, West Substation, Campbell St, 1000 N Center Park, Bicentennial Park and Bluffs, Ottawa Parking Garage, Joliet Area Historical Museum, City Square, Exterior Slammers Stadium, Transportation Campus, Marion Lot, Osgood Motor Maintenance, Grover St, Richards St) including services of grass cutting, fertilizer application, tree and shrub pruning, mulch applications, litter pickup, weed pulling, spring and fall cleanups, and seasonal flower watering.
The City of Joliet Facilities Grounds Maintenance contract was advertised in the Herald News on Friday, June 5, 2026.
A mandatory pre bid meeting was held on Monday, June 22, 2026, at 8:30AM at City Hall with two attendees.
The Public Assets Committee will review this matter.
CONCLUSION:
On Tuesday, June 30, 2026, at 10:00AM; one (1) sealed bid was opened and read in the City Hall Conference Room 1 for the City of Joliet Facilities Grounds Maintenance Contract. The bid summary is as follows:

Dukes Landscape Services $879,996.00
Original estimates were for $525,000 (2 years) or $1,050,000 for 4 years, the low bid is 9% below estimates.
Funds will be charged to Community Development, Buildings & Grounds Repairs & Maintenance (Org 02015000, Object 524300) $159,996 FY 2026 $240,000 in FY 2027, 2028, 2029. $250,000 was included in the 2026 budget for ground maintenance.
RECOMMENDATION: Based on the above, it is recommended that the Mayor and City Council award Contract No 2990-0726 for the City of Joliet Facilities Grounds Maintenance, in the amount of $879,996.00, to Dukes Landscape Services.
