Approve Repairs to the Well 17D Pump to Layne Christensen Company Inc. in the amount of $26,072.00

BACKGROUND:
On September 5, 2023 the Mayor and City Council awarded a contract to Great Lakes Water Resources Group, in the amount of $244,746.00, for the rehabilitation of Well 17D. Since the motor in Well 17D was a Byron Jackson Type H mercury seal motor, Layne Christensen Company Inc., the local Byron Jackson Factory Certified Representative, was called to remove the pump and motor for further inspection. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
The Well 17D pump was removed from the well by Layne Christensen Company Inc., the local Byron Jackson Dealer, and taken to their shop in Aurora for evaluation. The pump was disassembled and evaluated. Layne Christensen Company Inc. submitted a proposal in the amount of $26,072.00 for the following tasks: rebuild the pump back to factory specifications and prepare pump for reinstallation by others. For reference, the cost of a new pump is $68,000.00.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000.00 may be awarded without written specifications under certain circumstances. Two (2) of these circumstances apply:
(c) Purchases of equipment which, by reason of training of city personnel or an inventory of replacement parts maintained by the city, are compatible with the existing equipment owned by the city;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Funds will be charged to the Water and Sewer Improvement Fund / Projects / Construction (Org 50180011, Object 557200, $26,072.00).

Based on the above, it is recommended that the Mayor and City Council approve the repairs to the Well 17D pump, in the amount of $26,072.00, to Layne Christensen Company Inc.
