BACKGROUND:
On January 17, 2023, the Mayor and City Council awarded a contract for the Caton Farm Road Water Main Improvements Project, in the amount of $2,882,475.98, on behalf of PT Ferro Construction Co., based on the Unit Prices provided in their bid. Subsequently, Change Order No. 1 was approved in the amount of $489,620.00. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
Change Order No. 2, a net addition in the amount of $101,600.00, is for installing 10” of asphalt pavement patch (8.5” of binder course and 1.5” of surface course) along Drauden Road. The original plan quantity called for in the bid form was 4” of asphalt patching (2.5” of binder course and 1.5” of surface course) on Drauden Road. The unit prices have been verified to be fair and were negotiated per the terms of the contract.
Change Order No. 3, a net addition in the amount of $28,525.00, is for remobilization and grouting of the existing main to be abandoned along Caton Farm Road at the Commonwealth Edison easement. An easement agreement with Commonwealth Edison was required to complete the water main work along Caton Farm Road. A delay in the procurement of the easement agreement caused the contractor to remove the work force from the project. The easement agreement allows for the existing water main to be abandoned in place provided it is fully grouted to prevent settlement issues.
Sufficient funds are available for this project in the Water Main Replacement Fund / Construction (Org 53880000, Object 557200, $130,125.00).

Based on the above, it is recommended that the Mayor and City Council approve Change Orders No. 2 and No. 3 to the contract for the Caton Farm Road Water Main Improvements Project, in the amount of $130,125.00, on behalf of PT Ferro Construction Co.
