BACKGROUND:

The City maintains over 49,000 water meters, of which 376 are large water meters.  A large water meter is defined as a water meter sized at 1.5-inch or larger.  The City annually inspects and tests a portion of the City’s large water meters.  These water meters are generally in commercial buildings or in multifamily buildings.  The City has a testing schedule for the large water meters and hires a testing company to complete the large water meter testing and inspections.  Upon completion of the inspection and testing program the water meter testing contractor provides a report with the findings of testing and inspection.  The results of the testing are generally one of 4 categories: 1) the meter tested within parameters and no further action is needed, 2) the meter was not inspected due to the owners not responding to the mailings sent to them to schedule an inspection, 3) the water meter testing contractor was provided access to the meter, but the meter was not testable due to plumbing issues, and 4) the meter did not pass the test and needs repair or replacement.

 

For the meters where the owners did not respond to the City’s attempts to schedule an appointment, City staff follow a non-responder workflow to get the inspection scheduled.  For the scenario where the meter could not be tested due to a plumbing issue and the scenario where the meter failed testing, the City must complete follow-up work to get the meters into a testable condition or replace or repair the failing meters.  There are currently approximately 50 large meters that need repairs or replacement.  Repair and replacement of large meters is a component of the City’s non-revenue water reduction program.

 

Before being able to complete the needed repairs or replacements of these large water meters, a “prework assessment” of each location is required to determine the scope of work and to determine what coordination is needed for each large meter location.  The scope of work and required coordination is then utilized to prepare a bid package for the work.

 

Staff has requested a proposal from Engineering Solutions Team Co. to complete the prework assessment.  Engineering Solutions Team Co. was short-listed for the category of “General Municipal Services” in the Public Utilities Department’s 2024 Municipal Services RFQ.

 

The Public Service Committee will review this matter.

 

CONCLUSION:

Engineering Solutions Team Co. has submitted a proposal to complete the 2025 Large Water Meter Prework Assessment project in the amount of $106,560.00.  The scope of work of this project generally consists of reviewing the existing testing reports, scheduling the prework assessments with the property owners, completing onsite prework assessments, preparing a detailed scope of work for the work needed at each location, preparing bidding documents for contractors to bid the plumbing work, and providing construction engineering support services to implement the large water meter replacements and repairs.

 

Funds will be charged to the Water & Sewer Improvement Fund / Water Meter Repair / Professional Services (Org 50180320, Object 557200, $106,560.00).

Based on the above, it is recommended that the Mayor and City Council award the Professional Services Agreement for the 2025 Large Water Meter Prework Assessment project, in the amount of $106,560.00, on behalf of Engineering Solutions Team Co.
