BACKGROUND:

The petitioner and property owner, Tobro LTD, seeks approval of a preliminary plat and recording plat of City’s Edge South Subdivision, a minor subdivision, and associated easement vacations, located at 2631 City’s Edge Drive. The subject site comprises Lots 3, 4, and 5 in City’s Edge Subdivision and is zoned B-3 (general business). The purpose of the subdivision is to combine the three existing lots to create two larger lots that will allow for more site plan flexibility for future developments.

 

City’s Edge Subdivision was recorded in 2005 as a ten-lot business park. The subdivision currently contains two multi-tenant commercial buildings for contractors and other general business uses. Lots 3, 4, and 5 are buildable lots that are currently undeveloped and range from 1.1 to 1.5 acres. The proposed resubdivision of these lots will create two lots that are 2.4 acres and 1.7 acres for Lots 1 and 2, respectively. Both lots are proposed to be developed with commercial buildings for small contractor shops, similar to what already exists in the subdivision. The preliminary plat shows a conceptual site plan for Lot 1. There are no new roads created with this subdivision and no public improvements required. Storm detention for the subdivision is existing and is provided in Outlot A at the south end of the development.

 

City’s Edge Subdivision has existing landscape easements and public utility and drainage easements along all shared lot lines. As part of the resubdivision, the landscape easements on the shared lot lines of Lots 3 and 4 and Lots 4 and 5 will need to be vacated. The petitioner is also vacating the public utility and drainage easement on the shared lot line of Lots 3 and 4. The public utility and drainage easement along the shared lot line of Lots 4 and 5 will remain due to existing ComEd lines within the easement area. All other existing perimeter landscape and drainage easements will remain. The Public Works Department and Public Utilities Department do not object to the proposed vacations. Nicor and ComEd responded that they do not object to the easement vacation on the shared lot line of Lots 3 and 4.

 

PLAN COMMISSION PUBLIC HEARING:

The Plan Commission held a public hearing on this matter at their meeting on May 15, 2025. Joe Hammer, with TWiG Technologies, represented the petition. No one spoke in favor of or opposition to the petition. Meeting minutes are attached.

 

RECOMMENDATION OF THE PLAN COMMISSION:

Wendell Martin moved that the Plan Commission recommend approval of the Preliminary Plat of City’s Edge South Subdivision, a Minor Subdivision, and the Vacation of 5-foot landscape easements and public utility and drainage easements on Lots 3, 4, and 5 in City’s Edge Subdivision, located at 2631 City’s Edge Drive.

 

Michael F. Turk seconded the motion, which passed with eight (8) aye votes and no nay votes.  Voting aye were: Cox, Crompton, Kella, Martin, Orlando, Radakovich, Roehr, and Turk. Voting nay were: none. Absent were: Perez.

Staff concurs with the recommendation of the Plan Commission and recommends that the Mayor and City Council approve the following:

 

1.                     Ordinance approving the Vacation of 5-foot landscape easements and a 15-foot public utility and drainage easement on Lots 3, 4, and 5 in City’s Edge Subdivision

 

2.                     Ordinance approving the Preliminary Plat of City’s Edge South Subdivision, a Minor Subdivision

 

3.                     Ordinance approving the Recording Plat of City’s Edge South Subdivision, a Minor Subdivision
