BACKGROUND:

The applicant, Raul Ramirez Nunez, is the current owner of the vacant lot in question as well as the adjacent property at 502 Leach Ave, located just south of the vacant lot. The applicant wishes to annex into the City of Joliet so that he can consolidate the vacant lot with the house lot at 502 Leach Ave, which is within city boundaries and zoned R-3 (one-and-two-family residential). The intent of the annexation is to be able to construct a shed on the vacant lot. The applicant was informed by Will County that an accessory structure is not allowed on a parcel that does not have an established primary structure. The property owner also cannot consolidate lots with different zoning classifications.   

 

City water and sanitary sewer lines are located approximately 30’ to 40’ east of the subject property within the City right-of-way. The property owner will be financially responsible for bringing water and sewer to the property, connecting the property to the water and sewer lines, and paying tap-on fees should future development occur. The property owner would also then be subject to the City’s development impact fee. Sewer and water connection details and fees are further defined as part of the Annexation Agreement. Detachment fees for the East Joliet Fire Protection District have been paid by the applicant in the amount of $263.35. The property is not in a library district and therefore library detachment fees are not required.

 

PLAN COMMISSION PUBLIC HEARING:

The Plan Commission held a public hearing on this matter on June 18, 2026. Raul Ramirez Nunez, petitioner, represented the petition. No one spoke in favor or against the petition. Meeting minutes are attached.

 

 

RECOMMENDATION OF THE PLAN COMMISSION:

Debbie Radakovich moved that the Plan Commission recommend approval of the annexation of 0.14 acres at the intersection of Elgin Avenue and Leach Avenue, approval of an annexation agreement, and classification to R-3 (One-and-Two Family Residential).

Scott Hamac seconded the motion, which passed with seven (7) aye votes and no nay votes. Voting aye were: Cox, Eulitz, Martin, Radakovich, Turk, Hammac, and Leon. Voting nay were: none. Absent were: Crompton.

RECOMMENDATION OF THE ADMINISTRATION:

 

Staff concurs with the recommendation of the Plan Commission and recommends that the Mayor and City Council adopt the following, subject to the same conditions approved by the Plan Commission above:

 

1.                     Ordinance Approving the Annexation of 0.14 acres located at the intersection of Elgin Avenue and Leach Avenue.

2.                     Ordinance Approving a Classification of 0.14 acres located at the intersection of Elgin Avenue and Leach Avenue to R-3 (One-and-Two Family Residential Zoning).
