BACKGROUND:
The Illinois Department of Transportation (IDOT) is currently in detailed design to reconstruct I-80 from Chicago Street to west of Center Street, including replacement of the I-80 bridge over the Des Plaines River. IDOT’s project creates many utility conflicts with the City’s water, sanitary sewer, and storm sewer systems.
The City retained V3 Companies to complete preliminary IDOT I-80 reconstruction coordination and a Joliet Water and Sewer Relocation Feasibility Study. V3 Companies has reviewed the I-80 reconstruction plans and determined that the reduction of soil cover on the City’s 48-inch interceptor that services the west side of the river will cause structural concern for the interceptor during the construction of the I-80 project. It has been recommended that the interceptor be rehabilitated prior to mass grading for the I-80 project. This recommendation has been reviewed by IDOT, and IDOT agrees with the recommendation of rehabilitating the interceptor prior to mass grading construction.
The City prepared a request for qualifications for the sewer investigation and rehabilitation program that was advertised on December 16, 2021. Upon review of the qualifications, RJN Group Inc. was selected as the most qualified firm to manage the City’s program. RJN Group Inc. has been assisting the City with the Sanitary Sewer Investigation and Rehabilitation Program since 2014 and has a local office in Joliet. Since 2014, RJN Group Inc. has become very knowledgeable of the City’s collection system and is integral to the continuation of the program. Accordingly, RJN Group was requested to provide a proposal to complete the design engineering work for slip lining this sanitary sewer.
The Public Service Committee will review this matter.
CONCLUSION:
RJN Group Inc. has provided a proposal to complete the design for the I-80 and Center Street Interchange Interceptor Rehabilitation Project in an amount of not-to-exceed $141,700.00. The design scope of work includes engineering design, IDOT coordination, and incorporation of design into IDOT plans.
IDOT has confirmed in writing that the City has “prior rights” to this sanitary sewer, which means that IDOT is responsible for costs associated with modifications to the sanitary sewer needed to accommodate the IDOT project. An Intergovernmental Agreement between the City of Joliet and the Illinois Department of Transportation is scheduled to be executed in the Fall of 2024 to memorialize IDOT’s reimbursement to the City for these design engineering expenses.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
For the water and sewer relocation design services, sufficient funds exist utilizing the Water and Sewer Engineering Administration/Professional Services Fund (Org 50180013, Object 557200, $141,700.00, Project 24058).

Based on the above, it is recommended that the Mayor and City Council approve the Professional Service Agreement for the I-80 and Center Street Interchange Interceptor Rehabilitation Design, in the amount of $141,700.00, on behalf of RJN Group Inc.
