Ordinance Amending the 2024 City of Joliet Annual Budget for the Entryway Bed Landscaping Improvement Project, the Award of Contracts, and the Purchase of Material

BACKGROUND:
The City of Joliet is in the process of completing a beautification project throughout the entire City. These projects are in response to many citizens urging enhancements to Joliet’s appearance. The initial focus will be on improving the City’s entryways before expanding beautification efforts to other areas.
The Mayor and City Council previously approved the 2024 City of Joliet Budget, and it contains a line item for Entryway Bed Landscaping. Bids for this project came in higher than anticipated. The Department of Public Works is requesting a budget amendment in the amount of $250,000.00 to cover the award of a contract for Entryway Bed Landscaping, approval of an award of a contract, and authority to purchase planting material. The Public Service Committee will review this matter at the June 17, 2024 Public Service Meeting.
CONCLUSION:
On June 6, 2024, at 10:00 A.M., two (2) sealed bids were received for the Entryway Bed Landscaping Project. The bid summary is as follows:

Funds will be charged to the Capital Improvements / Forestry / Land Improvements Fund (Org 30090060, Object 557400, $350,000.00), Mayor & City Council / Miscellaneous Expense Fund Org 00204000, Object 548000, $100,000.00), and Roadways / Contractual Services Fund (Org 09029000, Object 524200, $34,195.00).
As this expenditure was not fully funded in the original 2024 City of Joliet Budget, a Budget Amendment Ordinance, in the amount of $250,000.00, is attached for approval. The Capital Improvements / Forestry / Land Improvements Fund (Org 30090060, Object 557400, $250,000.00) for Entryway Bed Landscaping will be utilized for this budget amendment.
The Administration is also requesting, that in order to control the quality of the plantings and to ensure the availability of these plants when needed to be used for the Entryway Bed Landscaping project, planting materials be purchased directly by the City.
Pricing and availability were requested from three suppliers, Mariani Plants, Midwest Groundcovers LLC., and Hortech, Inc. None of the suppliers were able to fill the entire order without substitutions. The selection was based on the most cost-effective pricing and availability from each of the suppliers. Sufficient funds for the planting material exist utilizing Roadways / Contractual Services Fund (Org 09029000, Object 524200, $68,058.20).

Based on the above, it is recommended that the Mayor and City Council take the following actions:
1. Approve the Ordinance amending the 2024 Budget in the amount of $250,000.00, for Entryway Bed Landscaping Improvement Project.
2. Approve the purchase of the planting material for the Entryway Bed Landscaping Improvement Project, in the amount of $68,058.20, on behalf of Mariani Plants, Midwest Groundcovers LLC., and Hortech, Inc.
3. Award the Contract for the Entryway Bed Landscaping Improvement Project, in the amount of $484,195.00, on behalf of Allied Landscape Inc.
