SUBJECT:

title

Award of Contract for the 2024 Sewer Cleaning and Inspection Program to National Power Rodding Corp. in the amount of $770,057.25

end

BACKGROUND:

The annual sanitary sewer cleaning and inspection program focuses on both preventive maintenance and planning for future capital improvements.  The program in 2024 includes thorough cleaning of approximately 40 miles of sewer mains and removal of any flow obstructions caused by tree roots, protruding service taps, or deteriorating pipe.  This is approximately the same amount of sewer cleaned and televised in 2023.  Sewer cleaning is critical to maintaining efficient sewer flow and service reliability.  The associated robotic video inspection process will document the cleaning process and provide valuable data for planning short-term and long-term rehabilitation projects.  The inspection and cleaning program will begin in March and be completed by the end of the year.

On May 16, 2023, the Mayor and City Council awarded a Contract for the 2023 Sewer Cleaning and Inspection Program to National Power Rodding, in the amount of $717,260.35.  The Contract contained a provision to renew the contract for one additional year subject to acceptable performance and City Council approval.

The Public Service Committee will review this matter.

CONCLUSION:

The Contractor’s performance throughout the 2023 Sewer Cleaning and Inspection Program met staff expectations, and staff recommends exercising the second-year contract option.  The 2023 contract allowed for an option to renew for a second year at a 2% increase on each unit price item.  Even with the 2% increase, National Power Rodding’s contract price remains 15.9% lower than the price obtained by the second low bidder in 2023.  Based upon the scope of work proposed for 2024 and the 2% increase of contract unit prices, the value of the contract is $770,057.25.

Funds will be charged to the Water & Sewer Operations Fund / Contractual Services (Org 50080020, Object 524200, $770,057.25).

Additionally, Staff requested a proposal from RJN Group Inc. to supplement City staff for field inspection and professional engineering services required for the project.  RJN Group Inc. has performed a similar role since 2015 and has assisted in conducting the Sanitary Sewer Investigation and Rehabilitation Program since 2014.  RJN provided a proposal in the amount of $79,995.00 to provide these services.

Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000.00 may be awarded without written specifications under certain circumstances.  Two (2) of these circumstances apply:

(f)                     Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

(g)                     Purchases of Professional Services.

Funds will be charged to the Water & Sewer Operations Fund / Professional Services (Org 50080020, Object 523300, $79,995.00).
