BACKGROUND:
The City of Joliet acquired the Southeast Joliet Sanitary District (District) water and sanitary sewer systems on February 1, 2026. The County is providing funding via multiple sources to fund improvements in the District’s system. One of these funding sources is Land Use Grant Funding.
The demolition of the abandoned District water tower and well house was identified as a priority project. The water tower and well house are in a deteriorating condition, create maintenance expenses, are safety liabilities, and provide no beneficial use.
A set of specifications was prepared by City staff for the demolition of the well house and water tower. An advertisement for bids for the Southeast Joliet Sanitary District Water Tower / Well House Demolition project was published in the Herald News on Thursday, July 28, 2026.
The Public Service Committee will review this matter.
CONCLUSION:
On Wednesday, August 12, 2026, at 10:00 a.m., three (3) sealed bids were opened and read in City Hall Conference Room 1 for the Southeast Joliet Sanitary District Water Tower / Well House Demolition Project. The bid summary is as follows:

** During the review of the bids it was determined the bid by Graff Industrial was non-responsive due to an incomplete responsible bidder ordinance checklist and lack of a certificate of good standing with the State of Illinois. Therefore, their bid was disqualified.
Funds will be charged to the PU Grant / Reimbursable Projects Fund / SEJSD / Construction (Org 50180170, Object 557200, Project 25048, $164,000.00).
The City will be reimbursed by the County for this work via Land Use Grant funds.

Based on the above, it is recommended that the Mayor and City Council award the Southeast Joliet Sanitary District Water Tower / Well House Demolition Project, in the amount of $164,000.00, to National Wrecking Co.
