BACKGROUND:
On January 5, 2021, the Mayor and City Council approved Resolution No. 7613, committing to water conservation through the reduction of non-revenue water in order to comply with the allocation requirements of the Level of Lake Michigan Act, 615 ILCS 50, and the corresponding State regulations. A condition of the City’s Lake Michigan water allocation permit is completion of the City’s Non-Revenue Water Reduction Plan. A component of this plan is dividing the City’s water distribution system into smaller zones where the water loss in each zone can be monitored. These “zones” are referred to as “district meter areas,” called “DMAs”.
In July 2025, the Mayor and City Council approved an engineering contract to design the installation of meter chamber vaults for 23 additional district meters to establish an additional six (6) DMAs (resulting in a total of 12 DMAs).
Design drawings and bidding documents were prepared and the invitation to bid was advertised in the Herald News on Thursday, October 21, 2025.
The Public Service Committee will review this matter.
CONCLUSION:
On Monday, November 10, 2025, at 10:00 a.m., six (6) sealed bids were received for the District Meter Area Chamber Installation Project. The bid summary is as follows:

The low bid from P.T. Ferro Construction Co., in the amount of $267,550.00 is 46% below the engineer’s estimate. P.T. Ferro Construction Co. has previously completed similar work for the City and completed this work to the City’s satisfaction.
Funds will be charged to the Water & Sewer Improvement Fund / Meter Repair / Construction (Org 50180320, Object 557200, Project Code 25051, $267,550.00).

Based on the above, it is recommended that the Mayor and City Council award the Contract for the District Meter Area Chamber Installation Project, in the amount of $267,550.00, on behalf of P.T. Ferro Construction Co.
