BACKGROUND:
The Fire Department EMS Division plans to utilize five (5) Power Pro 2, four (4) Power Load, four (4) Xpedition Powered Stair Chairs, and four (4) Lifepack35 for the ambulances purchased in February 2026. Funding for the ambulance purchase was approved by the City Council on February 3, 2026.
By making this equipment purchase in 2026, the City of Joliet will lock into zero-interest pricing, which avoids 6-8% price increases yearly, resulting in an estimated savings of at least $87,812.00.
CONCLUSION:
The Fire Department EMS Division has only one (1) approved manufacturer for Power Pro 2, Power Load, Xpedition Powered Stair Chair, and Lifepack35s. Stryker Medical is the sole source supplier of these items. Stryker Medical provided Quote No. 11306293 for the 2026, 2027, and 2028 purchases. The total for all three years is $654,217.80.
The trade-in credit and cost breakdown are as follows:

Sufficient Funds exist for this purchase utilizing the Public Safety Supply Fund (Org 07001000, Object 536102): $30,000 in 2026, and $30,000 in 2027. Additionally, the remainder of $594,217.80 will be charged to the Furnishings and Equipment Fund (Org 30070020, Object 557300) in 2028. The total three-year cost is $654,217.80.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two of these circumstances apply:
(a) Purchases which may only be practicably made from a single source;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

Based on the above, it is recommended that the Mayor and City Council approve the Stryker Medical purchase of Five (5) Power Pro 2 (Cots), Four (4) Power Load (Auto Cot Loaders), Four (4) Xpedition Powered Stair Chairs, Four (4) Lifepack35 (Portable Monitor and Defibrillator) for the City of Joliet Fire Department from Stryker Medical, in the amount of $654,217.80, for three years (2026-2028).
