BACKGROUND:

On January 5, 2021, the Mayor and City Council approved Resolution No. 7613, committing to water conservation through the reduction of non-revenue water in order to comply with the allocation requirements of the Level of Lake Michigan Act, 615 ILCS 50, and the corresponding State regulations.  A condition of the City’s Lake Michigan water allocation permit is completion of the City’s Non-Revenue Water Reduction Plan.  A major component of this Plan is water main replacement.  The water main replacement, estimated at approximately 3% per year, must be sufficient to achieve the reduction of non-revenue water from the City’s water system to not more than 10 percent by the year 2030.

The 2024 Water Main Replacement Program consists of 18 contracts to replace a total of approximately 33 miles of water main, at an as-bid cost of approximately $83,500,000.  The West Park Water Main Improvements Project was identified to be completed as part of this program.  The project consists of replacing approximately 8,900 linear feet of water main in various sizes on Davis Avenue & Central Avenue (Kinsey Avenue to Lakeview Avenue); Betula Street (Kinsey Avenue to dead end); Park Front (Kinsey Avenue to Oakley Avenue); Oakley Avenue (Park Front to Belleview Avenue); Wheeler (I-80 to Belleview Avenue); Kinsey Avenue (Midland to Park Front); Lakeview Avenue (Davis Avenue to Betula Street); Belleview Avenue (Oakley Avenue to Wheeler Avenue) and Croghan Street (Wheeler Avenue to Woods Avenue).  Also included in this project is sanitary sewer work consisting of three (3) point repairs on collapsed pipe.  Included in this memo is an exhibit showing the project location.

Design drawings and bidding documents were prepared and the invitation to bid for the project was advertised in the Joliet Herald-News on Thursday, October 12, 2023.  The Public Service Committee reviewed this memo at the January 2, 2024 meeting and recommended for approval by full Council.

CONCLUSION:

On Thursday, November 30, 2023, at 2:00 p.m., ten (10) sealed bids were received for the West Park Water Main Improvements Project.  The bid summary is as follows:

                     CONTRACTOR                     BID AMOUNT

                     Airy’s Inc., Joliet, IL                     $2,985,828.00

                     M & J Underground, Inc., Monee, IL                     $3,089,910.26*

Construction by Camco, Inc., Joliet, IL                     $3,098,341.70

J Condgon Sewer Service, Inc., Carol Stream, IL                     $3,387,585.21

Len Cox & Sons Excavating, Crest Hill, IL                     $3,444,072.10

Austin Tyler Construction, Inc., Elwood, IL                     $3,457,979.84

Benchmark Construction Co., Bartlett, IL                     $4,148,774.00

P.T. Ferro Construction, Joliet, IL                     $4,549,321.79

D Construction Inc., Coal City, IL                     $4,651,332.00

Trine Construction Inc., St. Charles, IL                     Non-Responsive*

                     Engineer’s Estimate                     $3,636,000.00

* Upon examining the bid packets submitted, it was discovered that Trine Construction was not prequalified with the City of Joliet at the time of this bid opening as required by ordinance 2-447(e).  Failure to be prequalified at the time of the bid opening makes Trine Construction non-responsive.

The low bid from Airy’s Inc., in the amount of $2,985,828.00, is 17.88% below the engineer’s estimate.  Airy’s Inc. has previously completed similar work for the City and completed this work to the City’s satisfaction.

Funds will be charged to the Water Main Replacement Fund (Org 53880000, Object 557200, $2,947,846.00), and Sewer Collection Fund (Org 50180020, Object 557200, $37,982.00).
