BACKGROUND:
The gymnasium portion of the Victory Center \ “Old Joliet Catholic High School” located at 25 N Broadway requires strategic demolition and stabilization. All existing lead paint and asbestos present has recently been removed and abated. This is a very specialized demolition project and requires a highly skilled local construction management contractor to oversee the work from beginning to end. Three (3) local contractors were contacted to serve this function. Lindblad Construction, Joliet Il declined, Harbour Construction, Plainfield Il did not respond. R. Berti & Sons Contractors Inc. has submitted a not to exceed proposal which includes project management and performance bonds. R Berti & Sons Contractors Inc. will provide transparent bidding for all subs and manage daily operations of the project. Their proposal includes a 10% contingency. R Berti & Sons Contractors Inc. has worked successfully with the City of Joliet on many projects and is highly qualified to execute this type of project. The Public Service Committee will review this matter.
CONCLUSION:
The City of Joliet is seeking professional services for the strategic demolition and stabilization of the Victory Center Gymnasium located at 25 N Broadway Joliet, Il 60432. Staff is recommending that R Berti & Sons Contractors Inc. be retained to oversee this project. This will include developing final scope and specifications, coordinate subcontractor bidding process, site supervision, project management, general liability, and performance bonds. The 2024 Capital Budget provides $1,250,000.00 for this project (Org 30010150, Obj 557300).

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over twenty-five thousand dollars ($25,000.00) may be awarded without written specifications under certain circumstances. Four (4) of these circumstances apply:
(a) Purchases for additions to and repairs and maintenance of equipment owned by the city which may be more efficiently added to, repaired or maintained by a certain person;
(e) Purchases where an emergency immediately affects the public health, safety or welfare, if authorized by the City Manager or his designee;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
Funds will be charged to Capital Improvements (Org 30010150, Object 557300), $1,195,590.00).

Based on the above, the Administration recommends that the Mayor and City Council award a Professional Services Contract for Demolition and Stabilization of the Victory Center Gymnasium, 25 N Broadway Joliet, Il 60432, in the amount of $1,195,590.00, to R Berti & Sons Contractors Inc.
