BACKGROUND:
In 2023, the City of Joliet was selected to receive Illinois Special Bridge Program (ISBP) funding for Phase III Construction and Construction Engineering for the Farrell Road over Spring Creek Bridge Improvement Project. The improvement project will consist of replacing the existing single span prestressed concrete arch structure with a single span reinforced concrete slab structure on open abutments.
Terms of the Phase III Local Public Agency (LPA) Agreement with IDOT state that the City shall hire a Consultant to provide construction engineering services such as construction management, documentation, material testing, and supervision during all construction activities. The City of Joliet is responsible to pay for construction engineering costs, which a portion of will then be reimbursed by IDOT.
The Public Service Committee will review this matter.
CONCLUSION:
Illinois Department of Transportation Bureau of Local Roads and Streets Manual procedures were followed for retaining a professional consultant to complete engineering services. Hutchison Engineering was selected for and is finalizing completion of Phase II Engineering for the project.
Hutchison Engineering has submitted a proposal for Phase III Engineering, including a Scope of Services and a Cost Estimate of Consultant Services, both of which have been reviewed and deemed acceptable. An Engineering Services Agreement (BLR 05530) has been submitted utilizing time and material rates as submitted at a total cost of $110,956.00.
Funds will be charged to the Motor Fuel Tax Fund / Infrastructure – Farrell Road Bridge Replacement Construction (Org 20090270, Object 557200, $110,956.00).

Based on the above, it is recommended that the Mayor and City Council approve the award of a professional services agreement for Phase III Engineering Services for the Farrell Rd over Spring Creek Bridge Improvement Project - MFT Sec. No. 21-00542-00-BR to Hutchison Engineering in the amount of $110,956.00.
