Resolution Authorizing CDBG Funding and Subrecipient Agreement with Prairie State Legal Services, NFP as a Program Year 2025 CDBG Activity in an Amount not to Exceed $40,000.00

BACKGROUND:

Prairie State Legal Services (PSLS) has been recommended for Community Development Block Grant funds in the amount of $40,000.00 to support their Fair Housing Rights Project. This activity will be used to leverage an additional $14,000.00 of the organization's supplemental funding to provide outreach and education, legal assistance with filings, and investigations of local fair housing complaints.

 

This program is designed to educate residents on their rights, and make housing more accessible to all individuals regardless of income, race, color, disability, familial status, religion, age, gender, and all other protected classes of federal discrimination laws. With 48 years of representing equal justice for people living in poverty, this will be PSLS’s first year of administering city-funded CDBG activities.

 

This project supports CDBG identified Goals, and demonstrates consistency to the City of Joliet 2025-2029 Consolidated Plan.

 

The attached Resolution authorizes CDBG funding and authorizes the City Manager to execute the CDBG Agreement on behalf of the City of Joliet.

 

The Diversity and Community Relations Committee will review this item.

 

CONCLUSION:

This activity titled “Fair Housing Rights Project” will provide targeted education, and promote suitable living conditions to an estimated 95 people/households within City of Joliet.

 

Funds will be charged to the Community Development Block Grant Fund: Org 21020250, Object 523300, $40,000.00.
