Professional Services Agreement for the 2025 Sanitary Sewer Rehabilitation Program to RJN Group Inc. in the amount of $95,700.00

BACKGROUND:

In 2017 the City began a comprehensive Sewer Rehabilitation Program to restore the structural integrity of the sewer system, reduce inflow and infiltration, and reduce basement back-ups and sanitary sewer overflows.  Year eight of the program will be completed in 2025 and includes the service lateral rehabilitation in the Bridal Wreath Acres neighborhood and public sanitary sewer main rehabilitation in the Krings Acres neighborhood.

The Bridal Wreath Acres neighborhood was rehabilitated with cured-in-place pipelining, manhole rehabilitation and sewer grouting in 2024 and the only remaining work to complete the system rehabilitation is sewer lateral lining.  The sewer rehabilitation recommended for the Krings Acres neighborhood includes cured-in-place pipelining, manhole rehabilitation, sewer grouting, and sewer lateral rehabilitation.  The Krings Acres sewer lateral rehabilitation construction will be completed in 2026 on a separate contract but the design engineering will be completed with RJN Group Inc. in this professional services agreement.  Bridal Wreath Acres was selected as a priority area for rehabilitation due to the high peak flows observed during the 2020 Westside flow monitoring project and because the area is known to have basement backups after significant rain events.  The Kring Acres neighborhood was selected due to the high peak flows observed in the 2015 CSO modeling project and the structural condition of the system observed during sewer televising.  This project is part of the City’s continuing efforts to remove clear water from the sanitary sewer system and improve the structural integrity of the City’s underground infrastructure.

In 2021, the City prepared a request for qualifications for the sewer rehabilitation program.  Three qualifications were received, and three firms were interviewed.  Upon review of the qualifications, RJN Group Inc. was selected as the most qualified firm to manage the City’s sanitary sewer investigations and rehabilitation program.  Accordingly, Staff requested RJN Group provide a proposal for the 2025 Sanitary Sewer Rehabilitation Program.  The Public Service Committee will review this matter at the June 17, 2024 Public Service Meeting.

CONCLUSION:

RJN Group Inc. has provided a proposal to complete the design for the 2025 Sanitary Sewer Rehabilitation Program in an amount of not-to-exceed $95,700.00.  The design scope of work includes engineering design, preparing bid documents, and bidding assistance.

Section 2-438 of the City of Joliet Code of Ordinance states that purchases over twenty-five thousand dollars ($25,000.00) may be awarded without written specifications under certain circumstances.  Two (2) of these circumstances apply:

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

(g) Purchases of professional services.

Funds will be charged to the Water & Sewer Improvement Fund / Sewer Collection / Professional Services (Org 50180020, Object 557200, $95,700.00).
